State Franchise Bills Filed in Tennessee

Bills have been filed in the Tennessee state legislature to let AT&T gain statewide cable franchises.

An article in The Tennessean quotes Stacey Briggs, the executive director of the Tennessee Cable Telecommunications Association, saying the bills would let the phone companies "cherry pick" customers without having to build out TV service to an entire municipality, as required under local franchising agreements.

She said lower-income consumers would be hurt.
